Question Dual Citizenship for Resident Doctors

Can we appoint an applicant (a Doctor for Residency Training Program under Temporary Appointment which is renewable yearly) with dual citizenship, naturalized in USA and later reacquire her Filipino Citizenship?
She did not renounced her foreign citizenship as she cannot show any proof of renunciation.

An appointment will also be issued for this purpose since that this is a government employment.

Action Officer replied the topic: Dual Citizenship for Resident Doctors
Relative to appointment in government of employees with dual citizenship, we invite your attention to the following issuances:

CSC MC No. 23, s. 2016, which provides, among others, that, a person with dual citizenship shall not be appointed in the government unless he/she renounces his/her foreign citizenship pursuant to the provisions of RA No. 9225. However, if after renunciation, the person continues to use his/her foreign passport for whatever purposes, he/she shall not be considered for appointment in the government service.

CSC MC 8, s. 2017, which clarified that CSC MC 23, s. 2016 covers only natural born Filipino citizens who were naturalized in another country, and later on reacquired their Filipino citizenship. Therefore, Filipino citizens whose foreign citizenship was acquired by birth is not covered by CSC MC 23, s. 2016.
