How long should it take for a Government Agency to act on hiring applications? Is there a guideline or a prescribed amount of time for an agency to act on hiring applications?

Good Day!

Please be informed that the Commission does not render opinions or rulings on issues that may eventually be the subject of a complaint or appeal before it. This is so especially when there are material facts necessary to the judicious adjudication of the issue which are not fully represented or substantiated as in this case.

Nonetheless your attention is invited to Rule VII (Publication and Posting of Vacant Positions) of the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (2017 ORAOHRA) which provides, as follows:

“Section 24. Vacant positions in the career service, including vacant executive/managerial positions in the second level that are authorized to be filled, together with their corresponding qualification standards and plantilla item numbers, shall be published and posted in three (3) conspicuous places for a period of at least ten (10) calendar days for NGAs, SUCs, and GOCCs with original charters in accordance with the provisions of RA No. 7041 and its implementing guidelines, and not less than fifteen (15) calendar days for local government units pursuant to Section 80 (a), Title Three, Book 1 of RA 7160.

“Section 29. The publication of a particular vacant position shall be valid until filled but not to extend beyond the nine (9) months reckoned from the date the vacant position was published.
Should no appointment be issued within the nine-month period, the agency has to cause the re-publication and re-posting of the vacant position.”
