Good day po,

Hingi lang po sana ng insight at present po I am delegated as ADAS III po last Feb 3 po as of writing naka 7 months na po ako sa agency namin. Meron po kasi kaming naririnig na mag oopen po na position sa agency namin yun po ay AO II. Ang sabi po kasi sa amin hindi pa po kami qualified na magpa rank dahil newly hired po kami at wala pa pong 1 year in service. Totoo po ba ito? Pwede po ba ako maka hingi ng copy po ng guidelines. Good day, Maam!

Please be informed that as a policy, the Commission does not render opinions/rulings on issues that may eventually be the subject of a complaint or appeal before it. This is especially so if the material facts necessary to a judicious adjudication of the issues are not fully presented or substantiated as in this case. Nevertheless, we will cite the pertinent provision/s under the Civil Service rules and applicable jurisprudence that will best answer your query/ies.

An employee should have obtained at least Very Satisfactory rating in the last rating period prior to the assessment or screening for promotion or transfer. (Sec. 95, Rule IX, 2017 Omnibus Rules on Appointments and Other Human Resource Actions (2017 ORAOHRA) (Revised July 2018) (CSC Resolution No. 1800692 dated July 3, 2018)
