hi,

Please be informed that as a matter of policy, the Commission does not render opinions or rulings on issues that may eventually be the subject of a complaint or appeal before it. This is so especially when there are material facts necessary to the judicious adjudication of the issue which are not fully represented or substantiated as in this case.

However, your attention is invited to Section 31, rule VII, 2017 Omnibus Rules on Appointments and Other Human Resource Actions, As Amended (2019 edition), which states, thus:

"Sec. 31. The qualification standards are the minimum and basic requirements for positions in the government in terms of education, training, experience and civil service eligibility, physical fitness ad other qualities required for successful performance of the duties of the position. These shall serve as the basic guide in the selection of the employees ad in the evaluation of appointments to all positions in the government.

"The establishment, administration and maintenance if qualification standards shall be the responsibility of the department or agency, with the assistance and approval of the Civil Service Commission."
