What are the position in Municipality that does not require eligibility?

Good day Maam.

Please be informed that as a policy, the Commission does not render opinions/rulings on issues that may eventually be the subject of a complaint or appeal before it. This is especially so if the material facts necessary to a judicious adjudication of the issues are not fully presented or substantiated as in this case.

Nevertheless, we will cite the pertinent provisions under the Civil Service rules and applicable jurisprudence that will best answer your queries.

Section 9 (a), Rule IV, 2017 Omnibus Rules on Appointments and Other Human Resource Actions (Revised July 2018) specifically provides, as follows: “Permanent - an appointment issued to a person who meets all the qualification requirements of the position to which he/she is being appointed to, including the appropriate eligibility, in accordance with the provisions of law, rules and standards promulgated in pursuance thereof.”

With respect to positions in the Municipality that does not require eligibility, it is suggested that you inquire the same from the Human Resource Management Officer (HRMO) of the Municipal Government where you are planning to apply.
