Good day! May I just be enlightened about the provision on Rule VI section 17 paragraph 5... “The appointment of officials or employees who are on official leave of absence, training or scholarship grant, shall be effective upon assumption or upon return from official leave of absence, scholarship or training.

We had organic promotion in our University this month and I was promoted to a next higher rank. Took the oath of office but my assumption of office form was on hold. HR informed me that I can only be promoted once I graduated from my scholarship. I have returned to office in August 2020 with unfinished degree because of the pandemic. Am I not entitled for the promotion? Section 17, paragraph 5 does not categorically state that one should be a graduate.

May I ask for your opinion on this matter please. Thank you very much
