Good Day po. Ako Po ay Isang Head Teacher ng Paaralan. Ako Po ay nag apply Ng transfer papunta sa school Kung saan ako ay nakatira. Head Teacher po ako Ng elementary level at Ang vacant position sa asking barangay na inaaplayan ko ay sa secondary level. Sabi kasi Ng asking supervisor ay Hindi daw ako qualified dahil sa QS na ako daw Po ay BEED at Ang vacant position ay BSED. Ano Po ba Ang Tama po? Hindi po ba ako qualified na maka transfer dahil sa QS? Salamat Po. Ang present station ko Po ay almost 80km from my residence and I travel everyday po. Salamat Po.

Hi Hector,

Please be advised that as a matter of policy, this Commission does not render opinion/ruling on issues that may eventually be a subject of a complaint or appeal before it.

Be that as it may, Section 11(c), Rule IV, 2017 ORAOHRA defines transfer as a movement of employee from one position to another which is of equivalent rank, level or salary without gap in the service involving the issuance of an appointment.

As such, Section 35, Rule VIII thereof provide that appointees to career service positions must meet the education, training, experience, eligibility, and competency requirements prescribed in the Qualification Standards manual or CSC-approved agency qualification standards for their positions at the time of the issuance of the appointment.
