Question Power of Appointing Authority (Head of the Agency)

Gusto ko lang po itanong if hanggang saan po power ng appointing authority sa pagpili ng applicants?
Example:
There are 3 Vacant Plantilla Positions.
There are only 3 applicants for the 3 vacant positions.
All 3 applicants are qualified for the position with reference to the minimum requirement for the position.
Due to the nature of the position and the number of vacant position coincide with the number applicants.
The HRMPSB recommended all 3 the applicants.

Question: Is the Approving Authority(Head of the Agency) allowed to appoint only 2 applicants instead of 3 eventhough all applicants are qualified?

Does the Head of the Agency violates any CSC rules with regards to his authority as appointing authority?
