May I ask if the rule of a maximum of 3 steps higher salary grade for promotion is also applicable when transferring to other agency? For example: SG6 (current agency) to SG10 (application to other agency).

Action Officer replied the topic: Transfer from other agency with higher salary grade
Under Section 98 of the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (2017 ORAOHRA) (Revised 2018), it is provided that:

Sec. 98. The three-salary grade limitation shall apply only to promotion within the agency. x x x

Hence, the three-salary grade limitation on appointments will apply only if the movement is within the same agency.
