Good day!

Can a Social Welfare Officer IV (SG 22), a graduate of B.S. Social Work (BSSW) and at the same time holder of a Master of Public Management (MPM) degree, with R.A. 1080 or Registered Social Worker eligibility, who have been performing duties & functions for five (5) years already such as preparing the yearly budget of her division under the City Social Welfare Development Office, be “legally” appointed by the Local Chief Executive as a regular City Budget Officer (City Govt. Department Head)?

Can you please shed light regarding the mandated QS of a Local (City) Budget Officer along Education, Training & Relevant Work Experience, as stipulated in Section 475 of RA 7160 (LGC) as compared to the above mentioned qualification of a proposed appointee.
