just want to inquire if there is no law regarding permanent position which have a higher salary but does not required a csc eligibility vs a position that need a csc eligibility.

i think that position that required s csc eligibility needs to be higher than a non eligibility position because the person who pass the csc eligibility should be given a much better opportunity. as an example a administrative assistant II with salary grade 7 is a non eligibility position but a community assistant I with salary grade 5 needs a non professional eligibility. what is a sense of reviewing and taking a csc exam if you can get a high position even with out a csc eligibilty?

i there should be a rule that gives csc eligibilty passer a higher salary and position than a non csc passer. because it should be be consideration that a person who pass the csc exam have given his/her all to pass the exam. if the person really is good and deserving of a higher position he/she should also pass the csc exam.
