Is the HR in-charge also liable?

Good PM. Please be informed that personnel hired on Contract of Service (COS) are not government employees and, therefore, not covered by Civil Law Law, rules and regulations. They are covered by COA rules. Moreover, we are not certain whether the COA rules also prohibit the hiring by Heads of Agencies of their relatives on COS. Therefore, you are advised to consult with the Commission on Audit (COA).
