Good day Sir/Ma'm
Our approving authority on leave is asking our office to show a CSC rule/regulations on how to compute leave (leave applied by employees). They want us to show specific provisions on CSC, they want to impose same provisions for military/uniformed personnel (1997 Rules of Civil Procedure, as Amended (Rules 1-71 Rules of Court effective July 1, 1997 specifically Rule 22 Rules of Court om Computation of TIME that " Exclude the start day and include the end day". Example Applying ONE DAY leave today, your leave ends tomorrow.
Sir/Mam, how could we explain that per CSC Law and Rule, if you file your leave today, you are on leave only today. Our Uniformed Officers want us to show specific Section however same is not provided on the Omnibus RULE on Leave. Our CSC Field Office staff was already consulted on this, she said that it is not indicated on the Omnibus RULE (silent). Please help us explain. Thank you very much.
