I accompanied my sister who have undergone c-section, to her 2nd baby. I was the one task to accompany her in the hospital because her husband cannot make it in time of hospitalization because he is an OFW. When I got back to work, I filed for a 3day sick leave, but my administrators told me that my sister is not an immediate family member so my 3 days leave will be deductible to my vacation leave? Can I file this case under the special privilege leave as a filial obligation?

Hi,
In response to your query, in the case of Civil Service Commission Resolution No. 02-0554 dated April 16, 2002 (Re: Argañosa, Ma. Shirleen L.), sick leave for any other reason than illness of an officer or employee is discretionary on the part of the head of agency to approve the same. Meanwhile, as to Special Privilege Leave, filial obligations would include obligations to siblings.
