Good day.

An employee of an agency retired causing vacancy of a certain position. Shortly after his retirement, it was published and an evaluation was conducted. As part of the Merit Selection Plan, a written examination was conducted. Out of eight (8) applicants, only one (1) passed the examination. As stated in a previous Placement Board Resolution approved before the evaluation of the said vacancy, only applicants who passed the written examination will undergo further assessment.
The evaluation on the said vacancy stopped. Six (6) months after the initial publication, the vacancy was again republished and re-examination was conducted, including those who failed in the first examination.
Ten (10) months after the second publication, the vacancy was again republished. No evaluation was conducted.
Nine (9) months after the third publication, the vacancy was again published for the fourth time.
Two (2) years have already passed that an appointment should have been issued should the concerned personnel only perform their duties and responsibilities reagrding the personnel action that should have been conducted.

Is there any CSC rules or policy that has been violated? Who are the concerned personnel that may have neglected their duties in this Personnel Action?
