Facts:
assumption of office was 02 January 2020
made to prepare an IPCR for January 2, 2020 - April 2, 2020

1. in essence will have served more than 4 months by 15 May 2020
2. will be in government service until 15 May 2020 and beyond
3. IPCR rating is Very Satisfacory,

will the facts above constitute entitlement of the midyear bonus?

Dear Sir Vin,

Good day! For your proper guidance, please refer to DBM BUDGET CIRCULAR NO. 2017-2 (Rules and Regulations on the Grant of the Mid-Year Bonus for FY 2017 and Years Thereafter) as to the eligibility to the said grant.

Your attention however is requested to Items 2.1 and 5.1.1 of the subject circular, which provide that:

"2.1 All positions for civilian personnel, whether regular, casual, or contractual in nature, appointive or elective, full-time or part-time, now existing or hereafter created in the Executive, Legislative and Judicial Branches, the Constitutional Commissions and other Constitutional Offices, SUCs, and GOCCs covered by the Compensation and Position Classification System (CPCS) under RA No. 6758, as amended by Congress Joint Resolution No. 1, series of 1994, and No. 4, series of 2009, and in LGUs..xxx"

"5.1.1 Personnel has rendered at least a total or an aggregate of four (4) months of service from July 1 of the immediately preceding year to May 15 of the current year"

It is advised that you further coordinate with your Office's Human Resource Department for other clarifications on the matter.

Same question Sir,
We are 5 personnel hired last year 2 in october, 1 in november,2 in december
lgu-hr told us that we are not entitled for mid year bonus this May.. they told us that we should have been hired from july1 last year ..we are confused of their interpretation thats why were asking can we still get our midyear bonus ..please enlighten us if we are wrong about the interpretation on dbm 2017-2.

Please be informed that as a policy the Commission does not render an opinion on issues that may eventually be the subject of a complaint or appeal before it. This is especially so if the material facts necessary to a judicious adjudication is not fully presented.

Thus, you are advised to file an Appeal to the Commission from the non-payment of your Mid-year bonus.
