Question upgrading and query on step increment

recent upgrading of personnel as we understood it will start at step 1, but our agency release a memo that tends to gave us information or in our own interpretation we will carry over what last step increment we have, Recently again pronouncement by management that we will indeed have to start at 1 step. Those that are now 30 years in the service will start with those who only get recently promoted for about a year at same level. Everybody start at step 1 those length of service have to be set aside. I wish to be enlightened to what is the correct interpretation of the said memo. Thanks
