Under page 133, Appendix A (Glossary of Terms), 2017 Omnibus Rules on Appointments and Other Human Resource Actions (Revised July 2018) - A Next-in-Rank Position refers to a position which by reason of the hierarchical arrangement of positions in the agency or in the government is determined to be in the nearest degree of relationship to a higher position as contained in the agency's System of Ranking Positions (SRP).

The 2017 ORAOHRA can be found in the CSC Website under ISSUANCES.
