Good day!

I am a Contractual employee and plan to apply for a permanent position in the future in our Agency. I'd just like to ask for the following:

1. Does CSC requires a number of months performance before a Contractual employee be appointed to a permanent position? Is the last performance rating policy of CSC also applies to Contractual employees? Or, I can apply anytime our agency has a vacancy?
2. Can a Contractual employee supervises employees who are already on permanent status? For example, in my case, in our Department, next to the Division Chief is me, an Administrative Officer, but happens to be just a Contractual employee, the rest of our team are Administrative Assistants and Administrative Aides. Can I have the privilege to supervise those below my SG but are already permanent employees?
3. Aside from the 2017 ORAOHRA (revised 2018), what else should I read to be well educated on the Appointment and HR actions in the government? Please guide me.
