Question What is the Penalties to the Employees with mismatch attachment for DTR

Good day CSC I would like to ask for an advice and clarification in regards to the employee who submitted the Daily Time Record with mismatch attachment.

For Example for the attachment:
His Travel Authority or Order is Destined to Pangantucan Bukidnon but the Certificate of Appearance is from Kadingilan Bukidnon

An Employee travels on:
August 13, 2021: Travel to Pangantucan: Proof Travel Authority
August 13, 2021: Appeared in Kadingilan; Proof Certificate of Appearance but No Certificate of Appearance from Pangantucan.

With this, May I ask on how to address this issue? Are we going to deduct to his/her earned leave credits or are we goin to deduct on his/her salary. If, please provide us supporting legal documents for this.
