Good Morning po. may I ask po kung up to how many step increment allowed ang isang permanent employee? And After po ma maximize ang allowable maximum number of step increment, ano po ang susunod na movement?

Dito po kasi sa agency namin wala man lang movement ang mga rank-and-file personnel hindi man lang nabibigyan ng pansin ng administration sana matulungan po kami ng civil service.. we are part and parcel of what the Catanduanes State University has today..Kami dito sa Catanduanes State University Panganiban Campus wala man lang movement ang rank-and file staff since po ma permanent po ako and I am almost 18 years of very satisfactory service...except po the faculty whose salary grade increases every 3 years thru NBC 461...Salamat po

Hi,

Item 4(d) of the Senate and HR Joint Resolution No. 4, s. 2008 provide, that an employee may progress from Step 1 to Step 8 of the salary grade allocation of his/her position in recognition of meritorious performance based on a Performance Management System approved by the CSC and/or through length of service, in accordance with the rules and regulations to be promulgated jointly by the DBM and the CSC.

From the outset, your concern is a work-related matter giving rise to employee dissatisfaction, hence, it is advised to refer the same to your agency’s/office’s grievance machinery which may act on the following employee concerns:

1. Non-implementation of policies, practices, and procedures on economic and financial issues and other terms and conditions of employment fixed by law including salaries, incentives, working hours, leave benefits, and other related terms and conditions.
2. Non-implementation of policies, practices, and procedures which affect employees from recruitment to promotion, detail, transfer, retirement, termination, lay-offs, and other related issues that affect them;
3. Physical working conditions;
4. Interpersonal relationships and linkages; and
5. Protest on appointment and other personnel actions; and
6. All other matters giving rise to employee dissatisfaction and discontentment outside of those cases enumerated in Item No. 6.
