Good morning CSC Forum.
This year I received a new designation as BAC Secretariat in our Secondary School.
I also have full teaching load and the functions of a BAC Secretariat require much time to expedite the procurement process of the school as a procuring entity.
Should our School Head deload me a teaching load in order to efficiently perform my duty as bac secretariat? Are there provisions that would support that teachers designated as bac secretariat may be doloaded ? Thank you.

Designation is merely an imposition of additional duties to be performed by a public official which is temporary and can be terminated anytime at the pleasure of the appointing authority.

Moreover, it mus be emphasized that the BAC members should be reminded of their responsibilities to give utmost priority to their functions as BAC and Secretariat members under a “jury duty” concept pursuant to the IRR of RA 9184.

Hello po. As you said that designation is merely additional workload. What movement of personnel this was called if in office order stated you are hereby designated as (to lower rank), it is also stated that current duties and responsibilities should be endorsed to an OIC? What is max. Period po? (Admin. Dept. po).

Anent your query, we refer to Section 13, Rule IV of the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (Revised July 2018), which defines designation as movement that involves an imposition of additional and/or higher duties to be performed by a public official/employee which is temporary and can be terminated anytime at the pleasure of the appointing authority.

While it is true that designation may involve the performance of duties of another position on a concurrent capacity or on full-time basis, it is being emphasized that designation as officers or members of Committees such as BAC, HRMPSB, PMT are not subject to this rule.
