When appointing an employee in local government unit for permanent position..is it possible that the most employees do not possess civil service certificate?..

Hi,

Your query is whether an employee in the local government unit may be issued a permanent appointment despite not having a civil service eligibility. The answer would depend on whether the position involved does not require civil service eligibility. If the position does not require eligibility, then the appointee may be issued a permanent appointment provided he meets all other qualification standards. However, if the position requires an eligibility, the appointee must possess said eligibility. Otherwise, only a temporary appointment must be issued.
