Good day Sir/Ma'am,

I would like to request for guidance and assistance for the reconsideration of the disqualification of my Application for Promotion to a managerial position due to a "lack of 2 months and 10 days of the required 5 years of managerial/supervisory experience"

I have been functioning as one of the team heads for an IT Section, holding a Senior Specialist plantilla position since 2013 to present. I was also temporarily reassigned 2014-2016 as Junior Technical Assistant.

However, the HR computation only credited 2016 to present for my supervisory experience. I appealed for a reconsideration which they denied due to a lack of supporting documents that the same position was classified as supervisory earlier than 2016.

I am very confused that I asked for clarification why and how a single plantilla position could be classified differently -- but to date, no reply was given after their second memo of disqualification.

- If the Sr Specialist item was not classified as supervisory from 2013-2016, then how did the other Sr Specialists get the promotion to the next level, Section Head position, which also requires supervisory experience?
- Regarding supporting documents, I have been submitting to HR the rating sheets of employees I directly supervise since 2013 to present. I am not aware of any proof other than that.

Dear Sir:

First of all, you mentioned that your are asking for clarification from your Office as to why a single plantilla position could be classified differently but you failed to receive a reply from your Office. I advice you to make a follow-up.

With regard to your supervisory experience, you need to present supporting documents to prove your supervisory experience in order to qualify for the position which you are applying for promotion. Moreover, if think you are qualified for the position by way of promotion and the HR personnel or the Promotion and Selection Board of your Office disqualifies you, you may file an action to the CSC .Thank you.

Good day Madam/Sir
I would like to know if Chairmanship to a Technical Working Group (TWG) that was created to provide technical assistance to the Special Bids and Awards Committee (SBAC) for the procurement, design, and construction of a National Government Agency’s Regional Office (Department of Human Settlements and Urban Development R-3) building can be considered as a Supervisory Experience that could support my application for promotion as a Division Head. The TWG I led supervised the construction of the building and presided over the regular meetings with the contractor.
