Dear Sir/Ma'am:

Good day, I would like to inquire or ask for clarification regarding the provisions of the 2017 ORAOHRA regarding the composition of HRMPSB. Under Sec. 84 of said rules, Each agency may constitute two (2) HRMPSB -one for the 1st level and 2nd level positions and another for second level executive/managerial positions. Under Sec. 88, it specifies the composition of the members of the HRMPSB. It states that the HRMO is a regular member for the 1st and second level positions, however for the executive/managerial positions, it must be composed of The Local Chief Executive or Vice-Mayor, two (2) department heads, one of which is preferably the HRM Dept Head or equivalent or their designated alternates.

May I just ask if the HRMO(SG 11), not a department head position, may not be member of the HRMPSB for executive/managerial positions? I am a HRM Officer in a local government unit. I have a relative within the first degree, whose applying for a department head position. She has been in the service for more than 30 years. Now the time has come for her to be promoted because the position became vacant recently. As the person next in rank and possesses the required qualifications, she is considered for promotion. If the mayor will appoint her, will the appointment be considered nepotic? Thank you and anticipating for your favorable response on this matter.
