Good day.
I would like to seek for enlightenment on matters relating to Covid-19 positive employees undergoing quarantine. Is there any guidelines or policies on the need of an employee to prove how they acquire the virus and demonstrate that it is work related to be considered the absence as excused? The fact that we don't even know how we got into this unfortunate situation, instead we carry the burden.

Please be informed that this Office refrains from rendering categorical opinions on matters and issues that may later on be the subject of an administrative proceeding before the Commission either via an appeal or a complaint. This is to preclude the possibility of prejudgment should an actual administrative case be commenced or instituted based on the said matters or issues.

Nonetheless, relevant to your query is CSC MC No. 23, s. 2020 (Interim Guidelines on Absences of Government Officials and Employees During the Community Quarantine Due to COVID19 Pandemic) which provides in part as follows:

"3.2 Absences of officials and employees due to any of the following reasons shall be considered either as vacation or sick leave and shall be charged against earned vacation/sick leave credits:
xxx
"b. Failure to report for work after undergoing the required quarantine leave and/or required COVID-19 treatment leave, except for conditions as cited in Items 3.1 c, d, and e;"
