Section 5, Rule XVII of the Omnibus Rules, provides that officers and employees of all department and agencies except those covered by special laws shall render not less than 8 hours of work a day for 5 days a week or a total of 40 hours a week exclusive of time for lunch, which as a general rule shall be from 8:00 a.m. to 12:00 and from 1:00 p.m. to 5:00 p.m. on all days except Saturdays, Sundays and Holidays;

May we know who are covered by special laws? Thank you

Hi Rhona,

The following are exempt from the government working hours:

Justices of the Supreme Court, the Court of Appeals and such other justices and judges of lower courts;
Elective Officials, generally;
Presidential Appointees;
Officers who rank higher than Chiefs and Asst. Chiefs

Hi Sir/Madam,

Thank you, how about nurses, doctors & other allied medical positions in a DOH specialized hospital? Are they also required to have a one-hour lunch break?
sample schedule:
7am - 7pm (can it be counted as 12 hours duty?)
7am-5pm (can it be counted as 10 hours duty?)
6am-2pm (can it be counted as 8 hours duty?)
their lunch break is not 1-hour due to the nature of their work, & in the exigency of service.
