Hello po. I would like to inquire regarding IPCR and Step Increment.

My questions are:

1. What if you are suspended from October to December 2017, will you be rated from the whole semester (July to December) or July to September only?
2. What if your suspension resulted to "Unsatisfactory" rating because you were rated on your performance from July to September and then October to December (which is automatically "Poor" because you don't have any performance due to suspension), Then, this year, you are supposedly subject for Step Increment. However, Item 6.1 of Civil Service Commission (CSC) and Department of Budget and Management (DBM) Joint Circular No. 1, Series of 2012, Rules and Regulations on the Grant of Step Increment/s Due to Meritorious Performance and Step Increment Due to Length of Service states that, "[o]ne Step Increment Due to Length of Service shall be granted to qualified personnel for every three (3) years of continuous satisfactory service in the present position". Does this mean, you have to wait for another 3 years to qualify for step increment?
3. Is Item 6.3 of CSC-DBM Joint Circular 1 s. 2012 "the grant of step increment to an official or employee on leave of absence with or without pay for more than 3 months shall be deferred corresponding to the period of such absence/non-performance of actual duties and responsibilities of his/her position to complete the service and performance rating requirements" applicable since you are only suspended for 3 months?

Please be informed that as a matter of policy, the Commission does not render opinions or rulings on issues that may eventually be the subject of a complaint or appeal before it. This is so especially when there are material facts necessary to the judicious adjudication of the issues which are not fully represented or substantiated as in this case.

Nevertheless, we wish to invite your attention to the following law and rules on personnel movement which may be relevant to your case, as follows:

Omnibus Rules Implementing Book V of the Administrative Code of 1987
Sec.60, Rule XVI (Leave of Absence)
Sec. 60 Effect of vacation leave without pay on the grant of length of service step increment.- For purposes of computing the length of service for the grant step increment, an approved vacation leave without pay for an aggregate of fifteen (15) days shall not interrupt the continuity of the three-year service requirement for the grant of step increment. However, if the total number of authorized vacation leave without pay included within the three year period exceeds fifteen (15) days, the grant of one-step increment will only be delayed for the same number of days that an official or employee was absent without pay.

Section 3, Rule IX (Performance Evaluation)
(d) Performance evaluation shall be done every six months ending on June 30 and December 31 of every year. However, if the organizational needs require a shorter or longer period, the minimum appraisal period shall be at least 90 days or three months. No appraisal shall be longer than one year.

sir/mam good day, NUP of PNP, i entered service from Nov 2014 to present and my step increment is still step 1, how can i make it from step 1 to step 2? thanks po.
