Isa po akong healthworker sa isang pampublikong hospital sa Maynila. Ang schedule po naming mga healthworkers ay 6AM to 2PM, 2PM - 10PM, 10PM to 6AM, at 24 hours po kaming bukas. 7 years na po akong nagttrabaho sa ospital na ito at kamakailan lang (JANUARY 2018) ay may lumabas umanong memo galing sa Civil Service Commission na nagsasabi na hindi na raw kami entitled sa Holiday at Special Holiday offsets.
Sa 7 years na pagttrabaho ko rito, ang lagi naming nakagawian ay kami po ang gagawa ng aming schedule kada buwan. Halimbawa na lamang ay para sa buwang ng January 2018, nagbawas na po kami ng tig dalawang 8 hours para sa January 1 at 2 na naideklarang holiday. Para sa buwan ng January, 168 hours na lang po ang dapat naming duty imbis na sa kadalasang 184 hours.

Pero dahil raw sa inilabas na memo ng Civil Service Commission, wala na daw po kaming holiday kaya kailangang 184 hours po ang aming i-duty para sa buwang iyon. At ang maaari lamang na magholiday offset ay ang head ng isang department at ang opisina ng hospital.

Alam naman po namin na dapat kami ay kailangan magduty kahit holiday pero sana naman po ay may kaukulang offset itong maibibigay sa amin na maaari naming gamitin sa ibang araw.

Itatanong ko lang po kung totoo po ba ang nasabing memo na galing Civil Service Commission na nagsasabing wala nang holiday offset para sa mga healthworkers.

Wala pong double pay na pinaiiral sa mga pumapasok ng holiday pero wala rin pong equivalent na offset ito kaya ito ay pahirap at hindi patas para sa mga healthworkers.

Ang nais ko lang po ay sana maliwanagan kaming mga healthworker ukol sa issue na ito.

Nagtanong na po kami sa ibang hospital at hindi daw po ganito katulad sa amin ang patakaran pagdating sa holiday offsets.

Bukod tangi lamang ang aming hospital na nagpatupad nito kaya nais namin maliwanagan kung tama po ba na may naturang memo na inirelease ang Civil Service Commission.

Dear Mr. Johnson:

The CSC has only promulgated one (1) Memorandum Circular in January 2018 and it does not pertain to health workers in the government service. The CSC is guided primarily by R.A. No. 7305 (Magna Carta for Public Health Workers) in the promulgation of policies relative to public health workers.
