Good day

I would like to ask for some clarifications.
1. Which will prevail between the approved merit selection plan of the agency and the ora ohra revised 2018
2. In the revised forms 33a and 33b revised 2018, do we need to correct the mc no written on the back of the appointment, under certification to mc 14 s 2018 instead of mc 24 s 2017?
3. Is there a prescription period for the csc to attest appointments as prescribed on ra 11032?

Thank you

Hello Madam,

1. Please be informed and be guided that Section 143 of the 2017 ORAOHRA provides:

“Agencies shall submit to the CSCRO concerned for approval the revised Agency Merit Selection Plan in accordance with the 2017 Omnibus Rules on Appointments and Other Human Resources Actions within six (6) months from the date of the effectivity of said Rules. The rules provided herein shall be used as bases in the issuance of appointments and attestation thereof should the agency fail to submit the revised Agency Merit Selection Plan within said period.”

2. The revised forms 33a and 33b attached are CSC forms. So far as I know, there is no order to correct the same. At any rate, you can please coordinate with the CSC field offices for more accurate information.

3. So far, the law does not provide of a prescriptive period for the CSC to attest appointments.

Thank you.
