May we be please enlightened of the differences between OFFICIAL TIME and OFFICIAL BUSINESS? What are the privileges of employees who are authorized to travel on OFFICIAL TIME; and on OFFICIAL BUSINESS? What are the specific privileges that are not allowed? I have read a decided case about this before, however, I could not find it. Could you please provide me some decided cases on this matter that could also add enlightenment on this issue? Thank you for your response.

Please be informed that as a matter of policy, we do not render opinions or rulings on issues that may eventually be the subject of a complaint or appeal before it. This is especially so if the material facts necessary to a judicious adjudication of the issues are not fully presented or substantiated as in this case. Nevertheless, this Office will state the applicable rule on the matter.

Nevertheless, if you attendance in a particular activity is directly connected with your official duties, your attendance is on official business and entitles you travel expenses. However, if not directly related to you official duties and responsibilities, your attendance is on official time.
