good afternoon. i would like to ask what is the appropriate nature of appointment if the employee will be transferred to another department due to reorganization with the same rank, level and salary. daanan pa po ba ito sa publication, HRMPSB interview and like? thank you

Action Officer 23 replied the topic: nature of appointment
The nature of appointment will be 'Reappointment', which is the issuance of an appointment as a result of reorganization. (Section 11 (e), Rule IV, 2017 Omnibus Rules on Appointments and Other Personnel Actions (2017 ORAOHRA) (Revised July 2018).

Section 26 (g), Rule VII, 2017 ORAOHRA, provides that: "The following positions are exempt from the publication and posting requirements . . . Those filled by existing regular employees in the agency in case of reorganization . . . provided, the approved staffing pattern is posted in the agency bulletin boards and other conspicuous places in the central and regional/field offices.”

The candidates for following appointments shall no longer be subject to the screening of the HRMPSB: a. Substitute appointment due to its short duration and emergency nature. b. Appointment of faculty members and academic staff of SUCs and LUCs who belong to the closed career service. c. Reappointment to change the employment status from temporary to permanent upon meeting the deficiency or to renew the appointment of a temporary employee, if upon publication there are no qualified applicants and his/her performance rating is at least Very Satisfactory for two (2) rating periods; or d. Appointments to casual, contractual, coterminous and other non-career positions as identified under Section 9, Subtitle A, Title I, Book V of EO No. 292.
