Action Officer 17 replied the topic: Putting appointment letter on hold.
Please be informed that the Commission does not put on hold any appointment paper/letter submitted before it.

When an appointment paper/letter has been forwarded by the issuing agency, the same is subject for attestation by the CSC. In short the process would undergo evaluation whether the appointee meets the qualification standards of the position to which he/she is appointed. During the attestation process, the CSC through its Filed Office/Regional Office may either approve or disapproved the appointment, depending on its determination whether the appointee is qualified.

At any rate, pending attestation by the CSC of the subject appointment, the appointee may assumed position considering that an appointment shall take effect immediate upon its issuance. Hence, upon assumption, the appointee shall be entitled to received his/her salary at once pending attestation by the Commission.

It is hoped that we have enlightened you on the matter.
