Dear Sir,

As a matter of policy, we refrain from rendering categorical opinions on matters and issues that may later on be the subject of an administrative proceeding before the Commission either via an appeal or a complaint. This is to preclude the possibility of prejudgment should an actual administrative case be commenced or instituted based on the said matters or issues.

The qualification standards for the Administrator position is provided in Article X, Section 480 of the Local Government Code. The law requires that the appointee must be a college degree holder preferably in Public Administration, Law, or any other related course from a recognized college or university.

Anent the Human Resource Management Officer position, we would like to qualify that under the 1997 QS Manual, only the Human Resource Management Officer V position requires a Master's degree. The Human Resource Management Officer I-IV positions only requires a Bachelor's degree.

Please be guided accordingly.

Your existing qualifications will be important, but you don't necessarily need a great Bachelors degree to apply for a Masters info . Your personal circumstances and experience may also be considered during the admissions process.
