Civil Service Commission (CSC) Chairperson Karlo Nograles underscored the critical role of human resource (HR) management as the public sector workplace faces transformations brought by COVID-19.

In his virtual keynote message at the Seminar-Conference on Public Sector Productivity held by the Development Academy of the Philippines on 18 November 2022 via hybrid mode, the CSC chief said that the global pandemic caused drastic shifts in the way people work and organizations function, and that HR is at the center of this transition.

“HR was given the chance to strengthen its role and to contribute in ways that will be more effective and more valued than ever before. Instead of seeing the glass as half-empty, organizations, which include our government offices, are allowed to implement changes with HR at the forefront,” he said.

The Civil Service Commission (CSC) Chairperson honored outstanding civil servants during the CSC National Capital Region’s recognition rites for the national semi-finalists of the 2022 Search for Outstanding Government Workers.

During the event held on 14 November in a hotel in Quezon City, two (2) individuals and four (4) groups from the National Capital Region were recognized as National Semi-finalists of the Presidential Lingkod Bayan Award. They are:

  • Dr. Cynthia P. Saloma, Professor and Executive Director, Philippine Genome Center;
  • Executive Director Lilia T. Habacon, Philippine Science High School System;
  • Rice Business System Community Program of the Philippine Rice Research Institute, led by Ms. Aurora M. Corales;
  • Starbooks of the Science and Technology Information Institute, led by Mr. Alan C. Taule;
  • Digital Onboarding System Team of Land Bank of the Philippines, led by Senior Vice President Althon C. Ferolino; and
  • Cash Service Alliance Core Team of the Bangko Sentral ng Pilipinas, led by Mr. Ralph Williams C. Meris.

Civil Service Commission (CSC) Chairperson Karlo Nograles delivered a congratulatory message at the 2022 ASEAN Conference on Civil Service Matters Plus Three (ACCSM+3) International Conference on Human Resource Management in the Public Sector held Tuesday, 1 November, at the Sejong Convention Center, Sejong, Republic of Korea.

The conference was attended by ministers and senior officials of ACCSM+3: the ACCSM which is composed of the civil service of the 10 ASEAN Member States (AMS), and the Plus Three Countries—China, Japan, and the host country, Republic of Korea.

Senior officials from the King’s College of London, the Australian Public Service Commission, Organisation for Economic Co-operation and Development (OECD), and the United Nations Development Programme (UNDP) were also present at the event.

A total of 26,307 examinees, representing 18.97 percent of the 138,703 total number of actual examinees, passed the Career Service Examinations conducted nationwide on 7 August this year, the Civil Service Commission (CSC) disclosed.

Almost 85 percent or 22,241 of the total passers passed the Professional level, and the rest, the Subprofessional level.

Leading the pack of the 117,938 examinees of the Career Service Professional Exam is Kate Angelica P. Pasobillo from Bicol Region, who garnered a rating of 90.08, while Rey Timothy H. Nalica from Southern Tagalog bested the 20,765 Subprofessional examinees with a rating of 94.77.

A total of 74,766 examinees took three (3) civil service examinations on Sunday, 23 October, the Civil Service Commission (CSC) reported. This number represents 92.50% of the 80,826 registered examinees nationwide.
