Civil Service Commission (CSC) Chairperson Karlo Nograles met with Singapore Government's Head of Civil Service Leo Yip on 1 February 2023 at the Shangri-La Hotel, Singapore.

The agenda was to discuss and exchange ideas on the public service system in both countries, focusing on topics such as digitalization, continual improvement, and transformation.

“My meeting with Mr. Yip allowed me to get a glimpse of how the Singapore’s Civil Service operates. I am grateful to Mr. Yip for the opportunity. I look forward to Singapore’s assistance in our journey towards digitalization and other possible partnerships,” Nograles said.

Both countries are part of the ASEAN Cooperation on Civil Service Matters or ACCSM, composed of civil service bodies from the Association of Southeast Asian Nations (ASEAN) Member States, which has served as a platform for mutual learning and information exchange since 1981.

Chairperson Nograles is in Singapore to attend the Global Government Summit happening on 1-2 February 2023. Hosted by the Singapore Government and organized by the Global Government Forum, it is a unique annual event where the world’s most senior public servants explore the challenges faced by civil services around the world.

Civil Service Commission (CSC) Chairperson Karlo Nograles attended the Global Government Summit from 1 to 2 February 2023 at the Shangri-La Hotel, Singapore.

The event, hosted by the Singapore Government and organized by the Global Government Forum, is a unique annual event where the world’s most senior public servants explore the challenges faced by civil services around the world. It provides a confidential and informal space where participants can freely discuss views, experiences, successes, and failures, as well as explore potential solutions.

Singapore’s Head of Civil Service Leo Yip gave the welcome address and provided the context for this year’s summit.

A total of 643 individuals will take the Career Service Examination for Foreign Service Officer (CSE-FSO) on 5 February 2023.

The bulk of examinees will come from the National Capital Region with 406 takers, while the rest are from Regions 1 to 11 and the Cordillera Administrative Region.

Testing venues are listed in Examination Advisory No. 1, s. 2023, while individual room assignments may be generated using the Online Notice of School Assignment or ONSA. Both are available from the CSC website at www.csc.gov.ph.

Also available through the ONSA is the “Examinee’s Guide in Taking CSE-FSO”, which contains full details on the whole examination process. Examinees must read the guide thoroughly, and avoid sharing a copy to the public as it is only for their exclusive use.

The Civil Service Commission (CSC) administered to a total of 573 examinees the Career Service Examination for Foreign Service Officer (CSC-FSO) on Sunday, 5 February 2023, in 13 regions. This number represents 89.39% of the total registered examinees (641) from the National Capital Region (NCR), Regions 1 to 11, and the Cordillera Administrative Region.

CSC Chairperson Karlo Nograles and Commissioner Ryan Alvin Acosta inspected the conduct of the examination at UST Angelicum College in Quezon City—the testing center for NCR, where 63% or 360 out of the total examinees took the test.

“Isa na namang successful na Career Service Examination ang naihatid ng Civil Service Commission nitong Linggo. Ito ay para naman sa mga Foreign Service Officer hopefuls. Nagpapasalamat kami sa lahat ng examinees sa kanilang cooperation sa exam protocols upang maging maayos ang buong exam procedure. Gusto rin naming magpasalamat sa mga partner schools namin,” said CSC Chairperson Nograles.

More than 70 leadership, foundation, and human resource management (HRM) courses will be offered by the Civil Service Commission (CSC), through the Civil Service Institute (CSI), in 2023.

These courses include topics on various leadership and HR functions such as Leadership and Management Certification Program (CPro), Public Service Values Program (PSVP), CSI Leadership Series, Competency-based HR Program (CBHR), Learning and Development (L&D) Programs and Strategic HROD Series.

Registered participants who will successfully complete these online courses, including its requirements, will earn a certificate of completion with leadership and managerial training hours that can be used to meet the training requirement for managerial and supervisory positions in the civil service.

Mahalaga para sa ating mga lingkod bayan na mayroon silang continuous learning, na patuloy na madagdagan ang kanilang kaalaman at mahasa ang kanilang competencies na kinakailangan para makapagbigay ng maayos na serbisyo publiko,” said CSC Chairperson Karlo Nograles.
